WINTER STORM WARNING AND SPECIAL WEATHER STATEMENT ISSUED BY ENVIRONMENT CANADA
(Friday, Mar. 2)
Snow and blowing snow Friday night and Saturday and another weather disturbance arriving later in the weekend.
A developing winter storm is forecast to move through Alberta today and then spread into western Saskatchewan Friday night and persist through Saturday. Total snowfall of 10 to 15 centimetres is forecast to fall by Sunday morning. Poor visibilities should be expected with the falling snow with blowing snow Friday night into Saturday with easterly winds of 40 to 50 km/h with gusts to 70 km/h. Travellers should note that this weather system is affecting a large portion of the Canadian prairies to varying degrees.
There is also a special weather statement issued for other parts of the province: Major winter storm expected beginning Sunday evening and persisting through Monday and beyond. A weather disturbance from Saskatchewan will spread some accumulating snow into southern Manitoba this weekend.
A much more significant system, a Colorado Low, will approach southern Saskatchewan and Manitoba late Sunday. This winter storm will bring a prolonged period of heavy snow, strong winds, and blowing snow to parts of the southeastern Prairies starting Sunday night and possibly persisting into Tuesday.
Colorado Lows can be notoriously difficult to forecast in general and there is an unusually high degree of uncertainty with this particular weather system. It will be some time before the weather intensity and the exact area of its greatest impact can be predicted with confidence.
However, total snowfall amounts of 15 to 30 cm should be expected and heavier local snowfall amounts are possible. Periods of poor visibilities in blowing snow will also affect travel Monday and Tuesday and prolonged blizzard conditions may occur in parts of Southern Manitoba.

A winter storm watch has been issued by Environment Canada with snow and blowing snow developing Friday night for parts of Saskatchewan.
A developing winter storm is forecast to move through Alberta on Friday and spread into western Saskatchewan by Saturday morning. Strong winds of 40 to 50 km/h will combine with the falling snow to produce significant visibility restrictions in blowing snow.
Total snowfall of 10 to 20 centimetres is possible with this storm.
The strong winds and heaviest snow are forecast to taper off by Saturday evening. Light snow will persist into Sunday.
Rapidly accumulating snow could make travel difficult over some locations. Travel is expected to be hazardous due to reduced visibility in some locations. Poor weather conditions may contribute to transportation delays.

Periods of snow and windy as the evening approaches although the forecast says it will clear overnight low -22 wind chill -27. This afternoon conditions have been less than ideal in some parts of the province. The photo is from the Highway Hotline near Clavet.
A blowing snow advisory has been issued for parts of the province Wednesday morning: An arctic cold front pushing southward through central Saskatchewan will bring gusty winds and very poor visibilities in snow and blowing snow today. Visibilities may drop very suddenly with the passage of this cold front. The poor visibilities should last for a few hours and then improve as the winds diminish behind this weather disturbance. Much colder air also follows in the wake of this cold front. Travel is expected to be hazardous due to reduced visibility in some locations.
Our thoughts and prayers go out to the family during this difficult time. From the RCMP: At approximately 11:10 a.m. on Tuesday, Feb. 13, Humboldt and Lanigan RCMP were called to a two-vehicle collision at Hwy. 16 near Esk. A semi-trailer unit and a minivan had collided. Humboldt and Lanigan RCMP were assisted at the scene by the Lanigan Fire Department.
The investigation is ongoing with assistance from RCMP Traffic Reconstructionist and the Office of the Provincial Coroner.

Immediate education funding announced for Saskatchewan classrooms: Premier Scott Moe announced immediate mid-school year funding of $7.5 million that will be provided to school divisions to assist in dealing with front line pressures.
The funding will allow school divisions to hire education professionals immediately. This funding comes earlier than committed and will increase to $30 million directed to hiring 400 in-school education professionals and other school board priorities once annualized in the 2018-19 budget.
"Over the last several months, I have heard from parents and educators that additional funding is essential to ensure that our children receive the highest quality education possible," Premier Moe said. "This $7.5 million in immediate funding will put essential classroom supports in place before we introduce the full amount of $30 million in the 2018-19 budget."
"I fundamentally believe that not a wheel turns in our economy without quality education and that societies that prosper and succeed are those that invest in education," Deputy Premier and Education Minister Gordon Wyant said. "Premier Moe and I are committed to ensuring Saskatchewan students have the supports they need to succeed and today’s announcement is just the beginning of a renewed and respectful relationship with our teachers and education partners."
"Saskatchewan’s school boards greatly appreciate increased funding to support the students in our province’s education system," President of the Saskatchewan School Boards Association (SSBA) Dr. Shawn Davidson said. "We hope this announcement signals that the 2018-19 provincial budget will provide the restored and renewed investment that is critically needed in school division operating budgets."
The funding will be distributed through the Ministry of Education by way of the current education funding formula using the components that directly provide supports for the classroom. The Ministry will work closely with school divisions to ensure the mid-school year funding increase is distributed as quickly as possible.

Canadian Western Agribition (CWA) is adding tens of millions of dollars in GDP to the Regina and Saskatchewan economy, according to a new economic impact study. CWA contracted SJ Research Services Inc. to conduct the study following the 2017 show. CWA's economic impact study shows an overall GDP impact of $44.5 million to the Regina economy (up from $28.9 million in 2015) and $73.6 million to the provincial economy (up from $56.2 million in 2015). "As the show grows, so does the demand for things like labour, professional services and resources," says CWA CEO Chris Lane. "Agribition employs nearly 700 people annually and indirectly creates work for over 1,800 people in the province." The impacts of CWA on the tourism industry are also significant. The 2017 event saw attendance of 126,500 and of these, more than 53,000 came from outside of Saskatchewan. Visitor spending on retail, entertainment, food, beverage, and automobile transportation totaled $50.5 million.

Extreme cold warning remains in effect Wednesday: A weak system tracking across southern Saskatchewan will provide some insolation and moderate temperatures slightly today. Windchill values will also moderate and remain above warning values for much of the day and evening. However this reprieve will be brief as skies gradually clear overnight and yet another intrusion of frigid Arctic air sweeps across the region. Extreme windchill values will likely remain over the warning area into the weekend as this stubborn air mass stays entrenched over the area.
Dress warmly. Dress in layers that you can remove if you get too warm. The outer layer should be wind resistant.
Cover up. Frostbite can develop within minutes on exposed skin, especially with wind chill.
Keep emergency supplies in your vehicle such as extra blankets and jumper cables.
Outdoor workers should take regularly scheduled breaks to warm up.

Exposure to extreme cold can be deadly. If your holiday plans include travelling on area highways, visit https://www.getprepared.gc.ca to learn how to create an emergency kit for your vehicle.
Friday will bring one last day of relatively mild weather with daytime highs in the -10 to -16C range across much of Saskatchewan and southern Manitoba. Temperatures will be much colder in northern Manitoba behind the Arctic cold front, with highs dropping into the -25 to -28C range near the Nunavut border.
This cold front will move southwards through the weekend and bring a large-scale outbreak of bitterly cold air to the central and eastern Prairies. By Sunday, daytime highs colder than -20C will be seen across much of the southern Prairies, with highs colder than -30C across the northern Prairies.
This cold weather will continue through the holidays and the remainder of next week as the polar vortex becomes entrenched over the region. Overnight lows near or colder than -30C and daytime highs colder than -20C are expected.
With such cold temperatures in place, periods of extreme wind chill will likely occur, with values of -35 to -40 commonplace in the south and -40 to -50 in the northern Prairies.

There is the potential for freezing rain across parts of southern Saskatchewan today. A low pressure system developing in southern Alberta this morning will track across southern Saskatchewan today bringing warmer air and some precipitation to the area. With surface temperatures remaining near or below the freezing mark for the day, there is potential for some of this precipitation to fall as freezing rain, beginning in the southwest this morning and spreading eastward through the day. Current indications are that the freezing rain will generally be light and highly patchy in coverage. However, uncertainty in the development of this system remains, and freezing rain warnings may be required should longer lived or intense bands be forecast to develop.

Special Weather Statement issued by Environment Canada: Rain, snow and strong winds Wednesday and Wednesday night.
A weak low pressure system moving through northern Saskatchewan today brought a mix of rain and snow to the northern parts of the province... and above normal temperatures to the remainder. This system will move out of the area tonight.
A second and stronger low pressure system now over the Pacific will move through Saskatchewan Wednesday. This weather system is expected to bring 5 to 10 cm of snow to the southern Parklands as well as rain to parts of the northern grainbelt Wednesday. It will also return above normal temperatures to the southern half of the province Wednesday.
However, a cold front associated with this low will begin to sweep in from Alberta late Wednesday. Cold northwest winds in the wake of this front will push across southern Saskatchewan Wednesday night. Generally wind gusts of 70 to 80 km/h is expected some regions may see gusts to 90 km/h. These gusty north wind will bring widespread blustery conditions Wednesday night with light snow and local blowing snow. Areas around the Cypress hills are the most likely to see significant snow accumulations and strong winds.

Potash Corporation of Saskatchewan Inc. and Agrium Inc. announced Oct. 18 that India approved their proposed merger of equals transaction.
An Indian appellate court approved a settlement reached between the merger parties and the Competition Commission of India (“CCI”) and has directed the CCI to issue a clearance order. The CCI’s approval will be conditioned on the parties’ commitment to divest PotashCorp’s minority shareholdings in Arab Potash Company, Israel Chemicals, Ltd. and Sociedad Quimica y Minera de Chile S.A. within a period of 18 months from the issuance of the order. The companies are permitted to consummate the merger prior to the divestments.
The companies previously received unconditional clearance for the merger in Canada, Brazil and Russia. The regulatory review and approval process continues in the U.S. and China and the parties expect to close the transaction by the end of the fourth quarter of 2017.
Upon closing the merger transaction, the new company will be named Nutrien. As the largest global provider of crop inputs and services, Nutrien will play a critical role in “Feeding the Future” by helping growers to increase food production in a sustainable manner.
